Monitoring and Evaluation (M&E) Officer – FIXED TERM CONTRACT VACANCY

The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO’s) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building. AFSA has been selected to be appointed by the Global Fund as one of the Principal Recipients (PRs) that will manage programmes to be funded by the grant.
The Organisation wishes to appoint a suitably qualified individual to serve as a Monitoring and Evaluation (M&E) Officer. Applicants must have the ability to work in a demanding and high pressured environment. This position will be based at the AFSA offices in Durban.

Purpose of Job:

  • The M&E Officer will support all AGYW M&E activities in Kwa-Zulu Natal (KZN) and Mpumalanga (MPL). The position will support M&E related activities for the programme including working with the SRs for Adolescent Girls and Young Women (AGYW). The role of the M&E Officer will be ensuring accountability and efficiencies in data collection, analysis and reporting aligned to implementation of AGYW activities.
  • Strengthen M&E systems at SR level to improve efficiencies.
  • Orientate and train SRs on the use of M&E tools, data collection methods, quality control, data capture, reporting and record keeping.

Responsibilities include but are not limited to:

  • Monitor implementing organisations in respect of their application of M&E tools & data collection, quality control measures, data capture at primary / site level
  • Maintain and administer the M&E database, analyse and aggregate findings.
  • Perform verification and validation of SR data on a monthly basis
  • Track performance of implementing organisations against performance framework targets & deliverables
  • Identify, assess, document and communicate M&E issues at SR level
  • Perform onsite verification monthly and or quarterly on SRs
  • Serve as the primary point person for all AGYW M&E related work including information-gathering process for results and performance reports, in addition to other briefings, summaries, presentations, etc. for various audiences as needed
  • Provide M&E technical field assistance and mentorship to implementing teams
  • The M&E Officer will work closely with programme team to support capacity building initiatives, and facilitate the collection of quality data under the supervision of the M&E coordinator.
  • Perform other related duties as assigned by M&E Manager

Requirements:

  • Bachelor degree or equivalent in Social Science/ Health Sciences or related discipline and appropriate M&E qualification required
  • Experience with HIV/AIDS in the NGO sector and monitoring and evaluation is preferred.

  • Data management and analysis
  • Excellent report writing and data analysis skills.
  • Computer literacy (Full MS Office package).
  • Proficiency in the use of different statistical programmes is highly desirable.
  • DHIS and Tier.Net experience is required.
  • Ability to plan and organise time effectively.
  • Valid drivers’ license and willingness to travel extensively.
