The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO’s) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building. AFSA has been appointed by the Global Fund as one of the four Principal Recipients (PRs) that will manage programmes to be funded by the grant. AFSA wishes to appoint suitably qualified individuals to serve an ICT Officer for the organisation. This position will be based in Durban AFSA office and support all AFSA staff and offices in KwaZulu-Natal, Mpumalanga & North West provinces. Applicants must have the ability to work in a demanding and high-pressured environment and be able to travel to the various districts outside KZN.

Purpose of Job

To manage ICT services, develop and implement ICT management systems, provide information management tools and technology infrastructure to the organization. The ICT Officer is responsible for review of and advice on the use of new technologies that will enhance AFSA productivity. The ICT Officer promotes a client-oriented approach.

The ICT Officer works in close collaboration with the Front Office, Management Support and Business Development, Programme and Operations teams for resolving complex ICT-related issues, liaises with programme managers. To ensure security: systems /infrastructure and data and facilitate seamless transacting by AFSA employees.

Job requirements

Qualifications

  • Required: minimum of 3-year degree /diploma: Information Technology and Management, Information systems, Information Management Computer Science, networking or related discipline.
  • Highly recommended, but not required: Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE).

Required experience

  • At least 3 years managing ICT department /relevant working experience, including development and implementation of ICT strategies, management and supervision of ICT services and vendors and service providers, hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, experience in web design and development of web-based office applications.
  • Experience in development programmes, including HIV/AIDS, Tuberculosis & GBV: >2years.

Required skills

Responsibilities

  • Manage the ICT Department: direct, manage, supervise and coordinate activities and operations of the Information Communications & Technology Department including hardware, software, network, telephone, and computer systems administration.
  • Manage procurement and performance of ICT-based services for AFSA programmes implementation (consultants and web-based programme data systems).
  • Implementation of ICT strategies and new technologies
  • Ensures effective coordination of ICT helpdesk functions and provide support to employees

  • Provision of support AFSA Web Based Applications and Tools

  • Ensures implementation of ICT strategies and new technologies, focusing on achievement of the following results:
  • Compliance with best practice and corporate information management and technology standards, guidelines and procedures for AFSA.
  • Provision of inputs to elaboration of internal policies and procedures on the use of ICT.
  • Participation in the office business process re-engineering activities and ensures that business needs drive IT solutions related to corporate resource management.
  • Development and update of the ICT annual work plan and reporting.
  • Full compliance with corporate information management and technology standards, guidelines and procedures for the office technology environment.
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
  • Provision of advice on and assistance in procurement of new ICT equipment for the office, provision of technical specifications and information on best options.
  • Ensures effective coordination of ICT helpdesk functions and provide support to the AFSA employees focusing on the achievement of the following results:
  • Planning, scheduling, monitoring and ensure resolution of helpdesk tasks.
  • Travel to satellite Offices to provide support
  • Provide support and training to staff on office automation applications (Lotus Notes, MS Office, WAN applications and mobile user clients).
  • Assist in performing systems administration functions whenever needed.
  • Install and administer the office ICT applications and data telecommunication facilities. This involves administering data security for end user access to such network and/or facilities and troubleshooting ad-hoc hardware or software problems experienced on the network or facilities.
  • Manages AFSA hardware and software packages, focusing on the achievement of the following results:
  • AFSA hardware and software platforms meet the best corporate standards and the AFSA Key business processes.
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies
  • Supervision of the implementation of corporate systems.
  • Development of new software for high impact results (e.g. information management tools, databases, intranet, etc.).

 

  • Ensures efficient networks administration, focusing on achievement of the following results:
  • Monitoring of the computing resources to provide a stable and responsive environment.
  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
  • Monitoring of backup and restoration procedures for both server and local drives.
  • Timely upgrade of LAN infrastructure and Internet connectivity to meet recommended industry standards.
  • Provides web management services, focusing on achievement of the following results:
  • Identification of opportunities and ways of converting processes into web-based systems to address the issues of efficiency (e.g. office management systems, donor profile, knowledge management systems).
  • Creation and technical maintenance of the office websites, online resources and Intranet.
  • Ensuring AFSA website is technologically up to date and navigable.
  • Provides support for AFSA developed Web Based Applications and Tools, focusing on achievement of the following results:
  • Assisting users to fully utilize the online tools already developed and that are being developed to automate the AFSA Business process.
  • To provide support to both users and partners on web-based tools.

Develop manuals and provide end user training on new technologies and tools

  • Ensure facilitation of knowledge building and knowledge sharing at AFSA, focusing on achievement of the following results:
  • Sound contributions to knowledge networks and communities of practice.
  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organization of training for the operations /projects staff on ICT issues.
  • Synthesis of lessons learned, and best practices directly linked to ICT management.
  • Sound contributions to knowledge networks and communities of practice.
  • Manage all financial aspects of the ICT department, by co-ordinating with the financial management team to ensure optimal financial efficiencies.
  • Support AFSA sub-recipients with their ICT technical advice.

Partnerships /Stakeholder Management

Develop and maintain good professional relationship with system users and service providers.

 General

  • Undertaking all such other tasks as are necessary for the effective operation of the organisational ICT systems.
