FIXED TERM CONTRACT VACANCY: Finance Lead – April 2022-March 2025

Job Description

Location: Durban and Market Related Salary

The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO’s) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building. AFSA has been selected to be appointed by the Global Fund as one of the Principal Recipients (PRs) that will manage programmes to be funded by the grant.

AFSA wishes to appoint suitably qualified individual to serve as a Finance Lead for the Global Fund grant. This position supports entire AFSA Global Fund grant and is based in Durban.

 Purpose of job:

To provide strategic finance leadership, guidance and management of the AFSA Global Fund programme and ensure financial success and attainment of programme goals.

 Responsibilities include, but are not limited to:

Technical Guidance

    • Support programme managers (PR & SR) develop expenditure plans and track implementation of these plans.
    • Oversee SR due diligence & compliance & prevent /minimize risk.
    • Oversee VfM database integration analysis and dashboards.
    • Facilitate the training of PR staff on SR management as per GF recommendation.
    • Ensure SR finance are adequately trained on GF Grant Management.
    • Review SR and IPO reporting tools to ensure efficient reporting and integration into the electronic database.
    • Draft AFS; quality check PU/DR; process disbursement requests from GF; review reallocation requests for submission to GF.
    • Attend audit sub-com and OC quarterly review meetings.
    • Management of audit findings (External audit. LFA, OIG, Internal Audit)- Linkage to risk management, putting in and overseeing the implementation of controls to mitigate risk of finding.
    • Review of the financial / procurement policies, systems descriptions to identify weaknesses and purt in recommendations.
    • Preparation of the board reports at an organisational level.
    • Ensure that PR staff are adequately trained on GF Guidelines and reporting requirements. Identify slow moving activities at both PR & SR level, investigate root causes in delays / bottlenecks, put in place workable solutions to remedy.

Budget and expenditure tracking

    • Plan and forecast expenditure at the start of quarter & track expenditure weekly to achieve 100% burn rate (this will involve troubleshooting procurement bottlenecks and fast-track procurement -but from the programme side -not necessarily from procurement side).
    • Support SRs absorb 100% allocated funds -again, from programme side (develop /analyse procurement plans & track procurement to ensure it’s completed on time).
    • Facilitate monthly PR & SR expenditure analysis meetings.

Stakeholder management

    • Prepare reports for key stakeholders (GF, LFA, CCM, SANAC, national, provincial, OTP, Gov partners, key stakeholders, etc), especially on budgets & expenditure.
    • Oversee strategic implementers (examples: SANAC TSU, MRC, strategic consultant’s contracts -ensure alignment to SLA/budget/deliverables).
    • Oversee high value /risk contracts.

Programme support systems

Work closely with all AFSA teams, to ensure successful and efficient programme delivery: finance management, human resources, administration, ITC and procurement.

General

    • Perform activities in direct support of the accomplishment of program objectives.
    • Assist with grant and / or proposal writing as appropriate to the program objectives and funding requirements of the program.
    • Supervising and managing project staff.
    • Undertaking all such other tasks as are necessary for the effective operation of the programme.
    • Perform any other duties and responsibilities as assigned by your manager.

Reporting

    • Oversee reporting to all relevant stakeholders, on regular basis, but mainly on monthly and quarterly basis.
    • Write high quality reports and present programme progress to all relevant stakeholders.

Required qualifications, experience, & skills:

Qualifications

    • Finance or commerce related 3-year degree, or
    • Higher qualifications recommended (honours degree in a field related to finance or commerce).
    • Additionally, leadership or management training is desirable.

Experience

    • At least 5 years of experience –in a similar leadership /management role, with similar level of responsibility and level of programme complexity.
    • Ability to set up, and manage large/complex grants and budgets (> R300m p.a).
    • Experience with grants having multiple modules and multiple Sub-Recipients.
    • Experience with sub-contracting and budget negotiations.
    • Experience with capacity building for Sub-Recipients and Primary Recipient finance teams.
    • Stakeholder management.
    • Ability to set-up & manage ERP systems.

Skills

    • Highly skilled in integrating finance with programme implementation.
    • Excellent analytical and organizational skills.
    • Superior writing and verbal skills.
    • High level of interpersonal skills, including an ability to interact effectively and collaboratively with a broad range of public sector counterparts, donors, and other key stakeholders.
    • Strong leadership and communication skills.
    • Ability to consult, take initiative, multi-task & coordinate multiple priorities.
    • Ability to work under pressure and manage conflicting deadlines.
    • Ability to work independently and to delegate tasks to multidisciplinary teams via online platforms.
    • Clear and thoughtful communication-, listening and social skills are essential.
    • Advanced computer experience (MS Teams, MS Office Suite, cloud, virtual platforms & ERP).
    • Willingness and ability to travel across the country and internationally, if necessary, for quality audits, and support.
    • Valid Driver’s License, over 2 years. Willingness and ability to travel across the country and internationally, for quality audits, and implementation support.
    • Team player, able to work under pressure, manage conflicting deadlines and flexible.
    • Ability to effectively delegate tasks to multidisciplinary teams.
