This call for proposals seeks to recruit a service provider to conduct a process (implementation) evaluation of the Male Sexual Partners (MSP programme). The evaluation will review several components of the programme but will primarily focus on appropriateness, effectiveness, efficiency, and coordination of MSP programme interventions. The results of this evaluation will help to identify strengths and weaknesses of the programme, and where improvements may be made.

Programme evaluation organisations and practitioners with proven experience and the requisite qualifications in evaluation are invited to submit proposals. A detailed Terms of Reference is available on the AFSA Website:

AFSA is the lead Primary Recipient in the Global Fund Grant implementing Male Sexual Partners (MSP) of AGYW programme in the 12 AGYW priority sub districts. Within the MSP programme, males aged 25 and above are provided with a comprehensive prevention package and linkage to care, using HIV testing and self-screening as the entry point.

The evaluation for the MSP component is a process (implementation) evaluation. The timeframe for the process evaluation is September 2019 till end of October 2021 but should consider the aspects of the programme from the start of the grant in April 2019. The evaluation should also look beyond the grant period and make recommendations regarding the continuation of the programme after the end of the current GF grant cycle ending in March 2022.

    1. Clearly mark application with reference “RFP-AFSA-MSP-EVAL-20211206”. All proposals should be submitted to AFSA to [email protected] on or before 17/12/2021 by 23h00 pm.
    2. Applications, and all correspondence, should use the same Reference in the email subject line.
    3. All annexures must be clearly marked, with corresponding annexure number.
    4. Email proposals, with all supporting documents by due date shown in table below.
